I opened a JC Penny credit card account in an effort to rebuild my credit after registering with a credit repair agency. I had a $200 line of credit and faithfully paid my bill in cash. I had a zero balance with Synchrony Bank/JC Penny when I, once again, found myself out of work, out of unemployment benefits and unable to pay other creditors. I received a letter from Synchrony Bank/JC Penny telling me that they were closing my account because of my credit rating. JC Penny already has a dying business model (mall anchor stores). If they think this practice is going to pull them out of the abyss, they are sadly mistaken. They will only alienate customers with this policy. I will not do business with JC Penny again.

Ah yes the typical "sub prime borrower", they go off on how great their credit was/is and how they are being treated so unfair by the evil credit card company. Only to find out that yes...they are not as spotless as they want you to think.
How do I know this? One very simple statement you made. You came here complaining about their $30 late fee. Guess what that fee ONLY happens if you are late. So if you always paid on time this fee would never ever happen to you and it could be $300 and you wouldn't(and shouldn't) care. But the fact that you are complaining about it says that you have in fact been late, and given them even more reason to cancel your card.
Now, just to go back on a few other things. Both the Interest Rate and Late Fees(along with any other fees) are disclosed and YOU agreed to them. The time to complain about these was before you got the card. If you didn't like them you should have just moved on to a card that was more favorable to you.
Your "history" doesn't matter, your "situation" doesn't matter, your "character" doesn't matter. It doesn't matter if you had a $100,000,000 credit line you paid for in full, and had a garage full of 100K cars that you paid off. What matters is the creditors you are NOW stiffing by not being able to pay your bills. You said you were involved with a "Credit Repair" company, this means this is not your first go-around with leaving a trail of bad debts.
Creditors are not a charity, they don't care what your "intentions" were. They only care that they get the money back that they allowed you to borrow under very specific terms. Including the conditions that you make regular ON-TIME payments for a given amount.
But they also aren't dumb, if they see you starting to fail to pay some of your bills, they realize it is only a matter of time before it happens to them. And as we have now found out, you in fact have paid them late. So yes they are going to close your account.
Oh and if you haven't figured it out by now, NO I have not now or have I ever worked for any financial institution and not only would I have said the same thing regardless of the bank you wrote about, I have said the same thing.
But let me give you one bit of advice. You can NOT repair damaged credit overnight, there is no quick fix. There is really no way to legally remove correct information from your credit report. Credit card companies are under NO obligation to "settle" a debt(regardless of what some companies may tell you). You have to get out of the "well in the past I....". The fact is you need to get out of the "Let's blame the evil credit card company" and go to the "what can I do to fix this situation I put myself in". Unfortunatly, that is something that has to come from within so nothing suggested here would help.

Perhaps you haven't considered 25% interest and a $30 dollar late fee when you only owed them $20?

Looks like the target has been hit, perfectly dead center! Of course, now come the embellishments, again, right on schedule!
We've seen it here over and over and over and over! When the target is hit perfectly and the complainer/whiner has no intelligent rebuttal, its the old "you must work for them" routine. Along with that come the claims of a 9, 999, 999,999,999 FICO score which has been the case since the day before the flood. I'm sure they called a meeting of the Board of Directors to discuss awarding you such an extraordinary line of credit for the whopping amount of $200.
The bottom line here is what both I and the other gentleman tried to explain to you. You gave them the permission to continually check your credit so they can make an on-going determination as to whether or not they want to deal with the RISK PROFILE which, of course, YOU MADE. End result? They don't want to do business with you. Its all pretty easy to understand and there's no need for jumping up and down, stomping your feet or any other theatrics. YOU gave them the reason to close your account because YOUR reputation of stiffing creditors scares the hell out of them because they don't want to be stiffed as well.
So make any claims you want Greggy, that's the way it is.
Oh yes, let me conclude with the fact I don't work for them or any other financial sector member.

I had impecible credit for over two decades. The problems didn't begin until I was unable to find work. I don't "stiff" my creditors to make them "victims". I made a couple of purcases with my JC Penny card and paid them off in full. You are trying to portray me as thief/scammer who takes out credit with no intention of repaying it. I have paid three auto loans in full and tens of thousands of dollars in credit cards and personal loans. You know nothing about my character or my issues. JC Penny can take their $200 line of credit and their 25% interest and shove it up their ***!!!

The only Ripoff here is you ripping off your other creditors by your trail of delinquenices.
You see no reasonable creditor would think if you have no problem "stiffing" other creditors, that they wouldn't be next. So of course they are going to close your account if you are showing you can't(or won't) pay your bills. Because contrary to what ever belief you may be under, it is THEIR money and THEY have the right to decide when and how much they will allow you to borrow. If they decide they no longer want to allow you to borrow money they have the right to close your account for any reason and at any time. Oh, and yes you did agree to this when you opened the account.
One final item. You complain about their business model being outdated and going to alienate customers. Well here is something to think about...people who have a history of not paying their bills are not customers they are a liability, and a primary reason that stores have problems. History shows that once you become delinquent on one account the chances increase significantly that you will start to be delinquent on others. They just stopped you before they became your latest victim.

You say you took on this card to "rebuild your credit". In other words, you brought to the deal a history of not paying your bills. As part of the application process, you agreed to them making regular credit checks to be certain you are credit worthy. They saw you are regressing and took the steps to protect their interest because it is THEIR MONEY you would be using and they don't want to be stiffed like the others. When you lose a job rather than sit around collecting unemployment benefits, a smart person gets a job...any job...so they can meet their obligations.
