I ordered (3) items from target online on 12/19/2008 and paid 2nd day air for these items to be delivered. They shipped the items in 2 different shipments. Both shipments went out on the 20th. However, only one was shipped 2nd day air. The other was shipped ground. Although they both arrived in time for Christmas, which I will agree is a good thing; I paid for 2nd day air, not ground. According to the "your package has shipped email" they sent on both shipments, they stated they had both been shipped via 2nd day air. I went directly to the UPS site and typed in the tracking number myself to see where the 1st package was when it had not arrived 2 days after the 2nd package that had shipped had come in and that is how I discovered that they had actually shipped it ground.
One would think that by charging customers for a service they are not using, then falsifing that information on the emails that they are sending out that they are commiting interent, wire and mail fraud. I am certain that they probably use this practice often. They charge consumers for one type of service and deliver yet another. I wonder just how much they make extra per consumer with this fraudulent practice???

that Target.com is powered by/fulfilled by Amazon.com, so please do not blame Target Stores, that is a different business. I highly doubt that they "purposely" charged you the shipping that they did. Look at your order or have them prove to you that you did not request that kind of shipping!

Do you even know what wire fraud is??
This is what it is
The crime of wire fraud is codified at 18 U.S.C. 1343, and reads as follows:
Whoever, having devised or intending to devise any scheme or artifice to defraud, or for obtaining money or property by means of false or fraudulent pretenses, representations, or promises, transmits or causes to be transmitted by means of wire, radio, or television communication in interstate or foreign commerce, any writings, signs, signals, pictures, or sounds for the purpose of executing such scheme or artifice, shall be fined under this title or imprisoned not more than 20 years, or both. If the violation affects a financial institution, such person shall be fined not more than $1,000,000 or imprisoned not more than 30 years, or both.
Target did not commit wire fraud - maybe with all the orders they had they made a mistake
Good grief - if you are not satisfied then contact your bank or credit card to obtain a refund
