I also purchased TurboTax for Mac Deluxe 2017 and had repeated problems downloading the same file.

I e-mailed Tax Pros Support describing my problem and indicating that I had used up all 10 available download attempts witrhout ever receiving a loadable file.  The very next day I received two emails from Support.  They advised me to use FireFox instead of Safari, and made suggestions on firewall and security settings and other matters. They also provided a new address where I could re-attempt downloading.

I followed these directions and the download worked the first time.

I suggest that if you are having a download problem, especially with very large files, that some aspect of your system or network may be the cause, as it was in my case.

 Incidendtly, the TaxPros Support person indicated that if his suggestions failed, they would work further with me to resolve the problem.
