Tommy Carroll Took my money and never came back to finish a roofing job, North Augusta South Carolina

A guy by the name Tommy Carroll walk in to my motel office and offer me to spray roofing paint on the motel roof, he gave a price of $760.00 for two coats of paint, all this written on his contract I gave him the OK so he start his job and when he finish the first coat of painting he change his price and demand $1,500.00 instead $760.00. 

I argue with him more than hour but he insist to charge me the $1,500.00 or he will never come back and finish his job, to eliminate any trouble with this guy I paid him the $1,500.00 he left and never came back to finish his job, 

This guy is a thief crook lair do not trust him ever. my motel roof looks ugly because he did not finish the secound coat as we agreed on. I did file too many complains to his state and to my state attorney general but so far nothing happened.
