Traveled to Casper Wyoming and had pre-paid reservations for economy car with Hertz through Travelocity. The temperature upon arrival at 11:18 p.m. was minus 11 degrees. The only vehicle Hertz had was a Prius. This all electric car heater will not perform well at 32 Degrees above zero. (according to the manual) Since I was unable to get any heat and was freezing my butt off I asked Hertz for an automobile with a radiator so I could get some heat. They said I had to upgrade at a cost of $60 per day because they had no other economy cars. I complained to Travelocity (since I paid them $85.00 for what I thought was travel protection) and discussions with Travelocity were absolutely worthless. I called American Express and told them this story and they immediately said this was not right, Hertz had not fulfilled their contract. American Express will take care of this extra charge and I learned the lesson about Travelocity and Hertz.

When you rent a car, you expect it to have a heater that works. When its -11 F you can get frostbite easily without a car heater. The problem isn't the economy car, if the ecomony car had a radiator it would have worked fine. A Prius will not function at that climate and Hertz could not fulfill the original contract because of the car type. What if I had rented a convertible and the top would not function, should I be penalized with an upgrade? Customer service with Hertz is in the dump.

You rented an ECONOMY car. Hertz provided you with an economy car. It is not their fault that it was not sufficent to you, and if you wanted a higher class car you had to pay the difference. So while it was uncomfortable, and inconvienient it is not a RipOff.
At the same time I would not be surprised if in a few days you come back here saying how American Express reversed this credit because they did nothing wrong.
