1. Multiple emails, discussions, and documents let to an agreement for a website modeled after some other website to deliver videos.

2. Duwayne of Turn Around Media requested an up front $250 payment. We delivered that via PayPal thinking we had some protection - wrong, there is no consumer protection with PayPal in these circumstances.

3. Turn Around Media posted some other template that had no video delivery capability.

4. After several emails declaring they could not deliver, they ran with the money.

5. I contacted PayPal and they said, repeatedly, that this type of transaction is not protected and that we were on our own.

6. I began contacting all the protection agencies, including the FBI fraud division, and making complaints. But I had no address on him.

7. He then sent me no less than two emails explicitly telling me he was going to refund the money...of course he never has.

8. After months of trying to track down a physical address, and along the way discovering others that he had ripped money of, he now is send cute company updates which tell us physically here he is.

This is a simple case of a programmer who has figured out that if he puts on a good web show, talks a cute game on the phone, and gets people to transfer paypal funds to him, he can walk away, ignore the complaints, and continue to use PayPal has his partner in crime.
