Large megabank, umpqua, refuses to issue a bank atm only, NON Visa type debit card. Call to their customer no service people did get their suggestion to set a limit on the visa transaction to say $1 or so, to limit risk. I strongly object to the bank not giving me the consumer a choice here. According to many sources, the visa debit card present an increased risk for fraud, since they do not use a pin number. The banks charge mechants more for their fees and therefore push these on the consumer.

So far the suggestions have not been implemented and I have to follow up on this to be sure my account is as safe as I have been led to believe.

I think this sucks. There is an industry trend here to push these visa debit cards, yet some banks still offer the non-visa type cards. Careful reading of their fine print will reveal that the provions to combat fraud do not protect the consumer as effectively as they would have you believe.

I used to go to a smaller bank and they at the time did not offer a Visa debit, only a bankcard. So I went to a larger bank and I have a Debit Mastercard now. It has the exact same regualtions that a Credit Card Mastercard has. Check out their website. It is spelled out there. We did find out quite a while ago that most banks charge when your Debit card is used as a Debit, so we use it as a "Credit Card" and no fees are charged on our bank account. Always be sure to write every debit card use in your check register so you dont get wracked up in these NSF fees that people get charged with cause they don't understand how the bank regulations are.

If i were you I would be changing banks!

Believe it or not, debit cards are every bit as safe and are awarded all the same federal and state protections at an ATM card, as well as protection offered by the Visa corporation.

I say give the versatility of your new card a chance.

Either that, or ask that the bank close your card and go back to writing checks, and using over-the-counter bank transactions.

Key bank gives a Master Card Debit card. I can use it as a debit (which requires a PIN entry) or as a credit card (no PIN entry.) You are correct that a DEBIT/ATM card does not afford the consumer the protections that a real credit card does.
