While on the USPS website on November 9, 2014, a screen change occured to include the form to enter the change information. That form appeared different from what I had seen with previous temorary address changes and may have included the name of United Address Change; however, I assumed that perhaps the postal service had contracted out that particular function. I entered the information for two temporary changes, one each for my wife and for myself and do recall some problems with entering the information. There was no indication of a charge other than the $1.05 I had most recently been charged for each if the changes. I received my Visa card statement yesterday which included three charges dated 11/10 from UNITED ADDRESS CHANGE ALLEN TX each for $39.95. I referenced Google on the Internet and determined that this company has a long record of "Black Hatting" and defrauding consumers. I am one of those victims.

“While on the USPS website…”

You were not on the USPS website.

“UNITED ADDRESS CHANGE Represented themselves as agents of the USPS”

Precisely, where on their website do they claim to be “agents of the USPS”?

In the center of their home page [address that you provided] they clearly state:

United Address Change is not affiliated with the United States Postal Service

At the bottom of every web page on their site [including the web address that you provided] they clearly state:

UnitedAddresschange.com is not affiliated with United States Postal Service.

I certainly agree that the service they provide is overpriced but they do clearly state the cost of the service is $39.95. You did not complain that they failed to provide the requested service so it is apparent that you failed to read the agreement and therefore you are not a victim of fraud.
