-July 7, 2007, our gabled AC Unit was hit by lightening and disabled beyond repair.
-July 12, we entered into contract, w/ a deposit of 2,325. Our contract inc. the total cost of permits and we were assured that they would be timely pulled- we were also told that our City allows work to begin before the permit is issued "as long as it is applied for and is in process". Mike Thompson, aka Ricky Knight, guaranteed that he would have the app for permit before he began work by the following Tuesday and could complete the job, including the manufacture and installation of a new gable shelf, in one day.
-My husband and I then vacated the home for the period of July 12- 19.
-July 17, Universal Air and Heat indeed did complete the AC replacement. We discovered that he had never applied for the permit but expected to be paid in full. We personally visited the building department b/c he then claimed that it was in a drop box. It was not. He claimed for 2 more days that the permit has been applied for, that he had a receipt but no process number and that we must pay him in full. After applying pressure to Mr. Thompson to fulfill the permit requirements, he applied for the permit on
-July 20, 07.
There is no clause in our contract that specifies when final payment is due. We have every intention of paying Universal, in full, upon completion.
- July 18, 07 Mr. Thompson filed a Contractors Lien, instead of applying for a permit, as an intimidation tactic. We offered, in good faith, a substantial amt of the bal due until the permit is issued and inspections made but were met with threats of "keeping the permit open for 6 months, charging double the contract amount and keeping the lien open to screw up the sale of our home". It is our opinion that he never intended on permitting this job.
-Also, a commissioned Notary in his employ, Jen Wallings, notarized documents without our presence. We will be filing suit with the State Attorney's Office in this matter.

ALL THE WORK WAS COMPLETED IN A TIMELY FASHION AND THEY STILL DIDN'T WANT TO PAY.

this is in response to the report that was filed and Submitted: 7/20/2007 8:58:41 PM by cory massi a customer of universal air and heat. universal air and heat tried to help out the customer in the heat of the summer to get his air back up and running fast and efficient. universal air and heat had every intention on pulling the necessary permit for the job but there were problems with the property appraiser not matching the info the customer gave us and we needed a notice of commencement for the permit application but the customer was not reachable for a couple of days. we applied for the permit the same day we did the install and the a/c was cooling beautiful upon completion they were happy about the job being done so fast and professional but then he didn't want to pay the balance due until we gave him a process number for the permit when we received a process # he said no I'm are not going to pay you until after the final inspection and maybe you may just have to take me to court. at this point universal air & heat filled for a mechanics lien on the property. we set up a final inspection (passed the final) and still had to wait for the balance due. universal air and heat received the balance in full with out litigation and gave a full release of lien satisfaction certificate to Cory massi.

below you will find the notes from our permit department starting with the date and ending with the persons enitials who made the notes.

7/26/07 set this up for inspection for mon 7/30/07 tg
7/26/07 post permit set up final inspection kc
7/25/07 picked up and gave to mike yesterday ndm
7/24/07 should be ready tomorrow ndm
7/23/07 permit still in review ndm
7/20/07 Permit # m07-100227 ndm
7/17/07 filing noc today and dropping off with permit nm
7/16/07 app filled out we need NOC ( notice of commencement )
7/14/07 left message customer still has not called back bm
7/13/07 cant find cust in prop appraisers lm to verify address nm
7/12/07 will fill out app today and drop off tomorrow nm
7/12/07 UNIT ORDERED P.O. # 8916- MD
