The Spring Promotion states that as long as you start in the month of April AND you successfully complete the first class then you will get your first courses books and application fee waived. When you dropped the class you basically did not meet the terms of that obligation.

I think that $4000 you claim you were told to pay is a bit of an exagerration. If you took out financial aid then you have an obligation to the DOE to complete at least 12 credits in 6 months. It can take up to 90 days for your Stafford loan to post on your account. Since you dropped out before your loan was even certified, you are not eligible for financial aid. As far as the $416.39 they say you owe, it sounds to me like you owe for one week of attendance for the first week of a Bachelor's program plus online books and application fee.

You should read all documentation before you sign it. There are no hidden fees and all costs are disclosed before you sign up for classes.

There are good and not so good counselors at UOP. If you feel that you are being pushed into something you do not want to do, then tell your counselor you want to speak to his supervisor. The chain of command works in the following manner: Enrollment Counselor, Enrollment Manager, Senior Enrollment Manager, Director of Enrollment. Ask to speak to one of them to voice your concerns. Tell your counselor that is the only way you will enroll.
