US treasury grants you've qualified for $7000 grant Washington DC

Called on cell phone from unavailable number saying  he was calling from us government and I qualified for a 7000 grant because I was a good citizen.  Heavy Indian accent.  I asked what dept he said us treasury grant dept.  He said they were only giving out these grants for the next 3 days. I asked him to mail me the grant info to review. He couldn't do that as there were only 3 days left. Asked for a phone number to call back. He said he'd give me one when we're done with my file. I kept asking how I qualified for this grant since I never requested a grant. He kept saying I was selected for being a good citizen.  I told him that the us government doesn't just give out money without filling out a ton of paper work. He said that he would be filling it out over the phone and giving me a confirmation code.

Scary thing is he had my name and correct address.  I kept telling him I'm not comfortable giving info. Asked how I would get the money. They would deposit to account. He repeated over and over that it could be a negative balance account. 

I kept asking why I couldn't get a phone number and call back and complete my file. He told me it doesn't work that way and he had to follow the right steps or his manager wouldn't pay. He talked really fast trying to convey sense of urgency or he's new and nervous. 

Told him I wasn't comfortable giving my info on a random phone call from the government and I was saying no to his grant. Hung up after that.Knew it was fake right away.
