This is a rare case that I disagree. To get a replacement card you must show up in a very limited number of places. It takes hours. Sometimes it takes almost the entire day.

I'm not defending their practice. Far from it. This disclaimer is meant as a warning to tell you the service isn't what they advertise themselves to be at all. There is no reason to go to a third party when you can just as quickly go direct to the right government agency. These types of businesses feed on people that don't bother to read the disclaimers before sending money. If you and all of us change our habits we can put these people out of business in no time.
