Usbi Services By Verizon Phone Co. they charged unagreed billing charges to my verizon phone account without my ok. Mission Hills California

I recieved a verizon phone bill with a billing date of 02/04/08 in the amount of $14.79 for billing of usbi which I did not request. I called verizon phone company and also called phone number provided by usbi billing statment they both told me that they could not help me and that I had to pay bill or my phone service would be discontinued. I am handicapped, I use a wheel chair, walker for short distance. I need my phone to make doctor appointments for medical treatments and therapy appointments. I also have a brain tumor and severe arthritis in my legs and spine.

I recieved another charge for usbi on my 03/04/08 on my phone bill in the amount of $14.79. I can not continue to pay these additional charges due to my only income is social security disability. I am despert can you help me and others like me on limited income. If you have any suggestions on how to solve my conflict please reply.
