Verify Peers Searches for background information on individuals Internet

Noticed a $99.99 payment for the previous 2 months on my checking account.  The payee information gave a phone # and a  description of data search.  I called the number, anf the person answering gave the name of the company as My Top Solutions, a service provider to other companies.
In order to establish what company was actually making the withdrawal he told me it was Verify Peers, and that back in June I agreed to a 6 month $1.99/mo trial period, with the rate then raising to $99.99/mo. He also noted that after the first week or two, I had not used the service.  I requested that the last 2 months for $200 be refunded and that he cancel my subscription.

He told me my subscription he will cancel my subscription, but he could not refund the money.  I sarcastically congratulated him in participating in a legal rip-off.  But, now I am not so sure that it was legal, and it was certainly immoral.  He cannot prove that I actually hit an I approve button, so its his word against mine. Also since I did not use the service at all after the first 2 weeks, their right to withdraw money from my account means that they gained illegal access to an account that changed validation information in September.
