Victor's Tires LIED about replacing leaking tire for a used one- they just did a rotation instead Salt Lake City Utah

Went here in March 2014 for a tire that was slowly leaking air. 
I do not know a lot about tires so I was unsure if the problem was the tire or the rim. I told them I needed it fixed or replaced with a NEW one, but no one who works there speaks English so I was never informed as to what the problem was, instead I was just told they replaced it with a used tire. I was fine with that and was charged $45. I thought it was odd that they didn't ask to keep the tire or if I wanted it, instead just sent me on my way- I thought them keeping the old tire was what gave such a good deal on the price...  

Now 1 week later I am finding out that the tire was never replaced, just moved to the back of the car instead of the front so I don't notice it low on air when I drive. Victor's Tires did NOT supply the used tire that I was charged for and I do not reccomend anyone going here unless you know a great deal about vehicles in order to have the knowledge to protect your own. I highly do not recommend women going here because they will take advantage of you (again, unless you know a great deal about cars). 

If you google this place you will see dozens of other rip off reviews on google+, citysearch, yellowpages, etc.
