VIP HD Night Vision Glasses Sold me two paid of HD Sunglasses, never received, never refunded money as told. Marina del Rey California

In mid-January I submitted an order on line for two paid of HD Sunglasses for a total of $59.90.  The charge showed up on my credit card within a day!  It said that the order could take up to 7 weeks.  In March I contacted the company by email telling them that I hadn't received the glasses.  They informed me that they do not reship orders and would be refunding my money in 3 -10 days.  After two weeks, I contacted them by phone.  Spoke with a representative who said that I should have the money soon.  After a week, called again.  This time I asked to speak to a supervisor.  I was given a "floor supervisor".  This person said that she couldn't do anything, understood my anger, but would give the info to another office or department and they would call me.  It has been four days and I have yet to get a call and I have not received a refund to my credit card.  I am not sure what to do at this point except to warn people that this is a scam annd they are a crooked company.  The people on the phone when you call are all foreign and sometimes hard to understand.  If anyone has had an experience with these people, and received their money back, please let me know.
