VIP Store Refused to refund overcharge for glasses Internet

Add me to the list of suckers who were promised a refund for overcharge of night vision glasses.  The offer was  -buy one pair for $29.95 and get one free.  I was charged $59.90.  I called to cancel my order and was told I would be refunded $29.95!  The original order was placed on February 8,2018.  Order #1624090.  Received a confirmation letter of refund on May8, 2018. No refund was issued!!  Called on the following dates and received promises of refund each time - May 8,July 16, and September 1, 2018!!  I was told on May 8 and July 16 that a refund had been issued.  Tired of dealing with these jerks, and hoping no one else falls for it.  The sad thing is that I like the glasses I purchased from them!
