I am a resident of Loudoun County, a single parent, a graduate of VA Tech, a taxpayer for 20 years, and a recently displaced Systems Engineer who filed for Unemployment with the Fairfax office of the Virginia Employment Commission six months ago.
While I was at the VEC for my group interview in January, one of their counselors, Delilah, made a change to one of my (correct) entries on my Application for Unemployment Benefits, a change that resulted in a series of inquiries and verifications and determinations that delayed the processing of my claim.
After two months, and even though the Fairfax office had admitted it's error to me, I still had no idea if I have been deemed eligible. I have received no benefits whatsoever, SEVEN MONTHS AFTER BECOMING UNEMPLOYED!!!
To make matters worse, I could not even get a call back from anyone either at the Fairfax or Richmond offices that has been of any practical help. My eligibility determination caseworker at that time, a Ms. T. Doljac, had never personally answered any of my 9 attempts to call her in over three weeks. She DID, however, have her part-time assistant call me back and let me know that no one there had any idea as to the disposition of my claim. I find that unusual, in that Ms. Doljac was the person responsible for making the determination.
The contact in Richmond at the Monitor/Advocate office that could help me, a Ms. Snyder, was not been in the office the week when I had tried to call, therefore she never returned my call.
I will say that one person, a Mr. Jack Turner, at least made an attempt to put me in contact with people who could help me, and did so with thoughtfulness, concern, and a very pleasant attitude. He should be a model for every other VEC employee to follow.
Further, since I had tried on many occasions to contact the VEC office in Fairfax with no luck, I finally contacted my Congressional representative for help. This apparently did NOT help, as my claim came back denied, even though I have consulted with attorneys who have assured me I am in fact eligible to receive benefits.
The reasons why I feel I am eligible are the following:
(1) I was terminated for not being able to keep NEW, REVISED hours that my employer insisted upon, for no valid business reason. These hours were not the hours I kept during my first FOUR YEARS at that organization, and the new hours constituted a change that my employer was well aware conflicted with my duties as a mother. I volunteered this information to Ms. Doljac's assistant, but was told the neither the e-mails I had as proof, nor the phone numbers to contact ALL of my previous supervisors (who could confirm the change in working hours), would be needed.
(2) After my termination with VIDAR Systems, I did in fact find seasonal employment with the Hecht Company in Dulles Town Center. I was unable to get hours there after the Holiday and Inventory seasons, though So technically I am unemployed from my LAST employer for lack of work.
Not only am I disappointed in the fact that, as a taxpayer-supported system, the VEC office in Fairfax seems terribly mismanaged, but also to have learned the hard way that VEC employees can disregard Virginia law with impunity, for the purposes of being malicious.
Several members of the Fairfax office gave me outright incorrect information as to when a determination would be made, statements as to my eligibility, indicating that a telephone interview would be delayed because someone from the Richmond office would be assigned to the call, and telling me that there WAS no vehicle for lodging any complaints and most were particularly rude and/or completely unavailable.
I would truly like to see Ms. Doljac try being unemployed for a while. Perhaps it would improve her disposition as it would seem nothing could worsen it!
In Virginia, one is entitled to Unemployment benefits EXCEPT in the case of willful misconduct, or gross negligence. My previous employer cited NEITHER of these, and in fact was promoting me and giving me raises up until 6 months before my termination. My termination coincided with the termination of approximately 25% of the company!!! How does the VEC, and specifically this Ms. Doljac, get off denying my claim, when I may well lose my family home and be unable to support my daughter without that money??
I can explain that -- ZERO ACCOUNTABILITY!
From what I have heard, NOT ONE of the 20+ people laid off from my previous employer, in the same 3-day period as me, has seen EVEN ONE RED CENT OF UNEMPLOYMENT MONEY!!! Where does the money we all pay as taxes go???
Perhaps it could be going... INTO THE POCKETS OF THE VEC EMPLOYEES, who seemingly would make it their primary business to delay and muck up your claim until you give up!!!

These aren't just complaints. They are RIP OFF reports.
Your present chosen company is DISHONEST.They take EVERY KNOWN shortcut possible to shortchange thier clientele.Perhaps YOU shouls be on the recieving end..... HEAVEN FORBID that would happen......
I AM STILL WAITING ON MY TAX INFORMATION FROM THEM...............I HAVE EVERYONE ELSE's.
You bastards owe me some money for taking what should have been optional...SEE my taxes had already been paid for the year. I had TWO other incomes prior to unemployment.

The woman is complaining about confused communications and a lack of responsiveness along with expressing her opinion that she was qualified.
It is outrageously unprofessional for you to express a judgment about her claim without reviewing it in its entirety and your lack of professionalism is further illustrated by your pejorative descriptions of customer responses to the red tape and bureaucracy they have to deal with at what can be the most frustrating and discouraging time in their lives.
Your lack of compassion and professionalism make me happy you are not employed there anymore. If your attitude is illustrative of what claimants have to endure then I feel sorry for anyone who has to file through Fairfax County. You sound like the typical 9-5 bureaucrat who feels the taxpaying public owe him big time.
As it is, I have not received the benefits that I was approved for last August and although the office in Richmond agreed that the minor outstanding issue on my account was resolved months ago and I should be receiving benefits I am still trying to get a single one of the checks that I am entitled to. I file my claim every week on the Web site and try on a daily basis to contact the CCC or the CSU to find out what the issue is and I get nothing but busy signals and recorded messages that advise me to try later and then hang up. I sent a certified letter to the Richmond office begging for contact and assistance and...nothing!
You bet your last retirement check courtesy of the taxpayers that if I have to I will certainly take the trip to the Richmond office and throw a public "hissy" fit if that is what I have to do to get teh help I need to claim what I paid for and what is rightfully mine. It is called fighting for survival - something which by God's grace you sound as though you have not had to do in a long time, if ever.

Having 32 years with this agency, and almost one third of the time in UI, I can sympathize with those denied, but I also know why the benfits were denied.
The systems engineer is disqualified from benefits because she either quit voluntarily, or refused an offer of work (both sections could apply) her statement "I could no longer work the hours" is the telling fact.
As to the fibromyalgia sufferer, she is not able to work nor available for work, being disabled.
The current employees of the VEC are not able to address these charges, as they can only work within the appeals and determination framework provided.
Ad hominem attacks upon the employees are the first resort of the claimant lacking in moral rectitude. (The second act is always a hissy fit in public)
Those charging misapplication of law for personal gain are clearly making statements from a state of ignorance.
And before anyone questions my credentials and ability to discern the facts of these two cases I did serve as a hearing officer, and wrote more than 7000 nonmometary determinations on separation and eligibility issues.
These individuals were not ripped off, they failed to qualify for a benefit paid for by all taxpayers, and were most likely told exactly the same thing I stated by the local office staff. Unemployment Insurance is not a needs determined entitlement, it is an insurance payment that must be qualified for by each claimant.

I applied for unemployment benefits on Dec. 16, 2003. I had my over the phone interview in Jan. 2004. After leaving many messages for Ms Doljac as to status of hearing I finally found out from Joe in March of 2004 that I was denied for benefits, that my employer claimed I had been placed on probation due to unexcused absences.
This information was number 1 a lie and number 2 never forwarded on to me. I contacted Fred Livingood the Vice President of Operations at the Fairfax Office and he said that if I had not hit the appeal button on the internet site he could have overturned the ruling in the office.
I had my second hearing on 3/18/04. The appeal examiner was Sandra Ward. My employer started out giving out dates I was gone. Please remember I had already told him on November 18, 2003 that I had been diagnosed with Fibromyalgia which is covered under the ADA. In an email and a letter I had sent my former employer well before this second hearing I had requested my time sheets. He never sent them.
The second hearing was decided in his favor based on his so called dates. I nor VEC had any proof he was telling the truth, he has lied once which he admited to in the first hearing. He stated he never put me on probation!
I filed for an Appeal on the decision of the Appeals Examiner on March 25, 2004. As of July 6 2004, yes July 6, they are still transcribing the hearing of March 18th. I have written to the Govenor of the state of Virginia and all his office did was send my letter to VEC. They refuse to comment of the situation.
As of this date I can no longer apply for benefits, my 26 weeks are up. I have since applied for Social Security Disablility because my condition has worsened with the Fibro and I now have Degenerative Disc Disease. The VEC is the most incompetent organization in the State of Virginia. I would like to see Ms. Teresa Doljac be unemployed for once and see what it is like!

Thank you all! I realize that everyone who has posted was very supportive. It is a shame that a few misguided individuals will mess up the experience for so many.
I agree that our tax $$$ should be put to more constructive use... Does anyone else remember how here in VA, the proceeds of the Lottery were supposed to go to Education? If this is happening, why does the State still raise in-state tuitions every year?
I can't complain about our local secondary schools... I think VA does pretty well in this area. But what about the colleges?
Anyone who has any info on the Fairfax County Unemployment Office, please share. Even after a couple years, I wonder what happened to this employee, and if there were any other people who had a problem.

I cannot say what ever happened to Ms. Doljac, but I can say my case WAS reassigned.
Even so, it took me more than 4 months, and a court-like "review" including my past empolyer, to sort this out.
So far as I can tell, there is VERY LITTLE accountability in the Virginia Unemployment system, and the wheels turn so slowly there it is OBSCENE!
If the Virginia Unemployment Comission was a privatly run company, it would be put out of business by its competition in mere weeks.
I did finally collect the Unemployment money due to me, in full. That, at least, was a blessing.
And I can say that there are several people there who are in fact helpful. The "judge" in my hearing was entirely fair, and once my claim was reinstated, my new case-worker was generally always available to assist me, and gave correct answers to my questions.
It is a shame, though, that the State harbors and protects some completely inept employees.
