Visa Enhancement Services unrealistic deadlines for reporting rental car damage ripoff Richmond Virginia

I had a minor fender bender in a rental car in Texas, damage less than $200, remembered that VISA supposedly covered this, sent letter to Visa, got back nonresponsive form for a charge you dispute, called and was told to contact separate company, Visa Enghancement Services. No one ever forwarded my letter to VES, and letter contained all info - letter from Hertz, amount of damage, date, etc.

When I called VES, guess what - too late! must be reported within 20 days. I did not even get amount of damage from Hertz for more than 20 days. No reason for the 20-day deadline that I can see.
