Vital Records Now! Charged me $95 to get a certified copy of a record that is only available by appearing in person

I used Vital Records Now! to request a certified copy of my marriange certificate in order to get a Drivers License under my married name in the new State I moved to after getting married.  Vital Records Now! sent me an email requesting a valid photo id from the State I moved to (and was married in).  I explained the reason I was requesting the certified copy of my marriage certificate is so I can get a Drivers License in that State.

  Obviously I cannot supply Vital Records Now! a copy of a Drivers License from that State as I need a certified copy of my marriage certificate in order to GET a Drivers License in that Staate.   I cannot get a Drivers License under my new name because I cannot get a certified copy of my marriage certificate because I don't have a Drivers License from that State.  A classic Catch 22.  

I ended up calling the State in question and was told I needed to appear in person at my local records office using my valid Drivers License from the State in which I had previously resided to get a certified copy of my marriage certificate.  They told me that Vital Records Now! and other on-line vital records companies had been informed that they could not place these types of orders because applicants must appear in person.  Vital Records Now! should have informed me before charging my credit card $95 that they would not be able to fulfill the order.  Vital Records Now! will not refund my money.
