walmardmoneycard will not send a replacement card or refund my money. this was to go to a us soldier Internet

I called over a month ago for a replacement card. I was told it would be sent out. I called today to find out where the card. I get told that even though I bought the card put the money on the card and set everything up in my husbands name. He would have to call to get the replacement card and refund. Cause Iam the secondary card holder. I have his power of attorney to handle his affairs while he is in Afghanistan fighting for all of us. That I can't get a new card to be sure he has money. I can't even get the mo.st back that is on the card. That isn't right. My husband shouldn't have to be worried about this. He should only be worried about staying safe and doing what he has and needs to. This kinda stuff shouldn't be allowed.
