I have a credit card with Wa Mu and it has always been 9.9%.

Without notice they raised it to 21.49%.

This should be against the law.

21.49% is more than a 100% increase from 9.9%. I believe his/her math skills are fine.

That said, most credit card issuers do have fairly common instances for such a dramatic increase in APR, such as being over-the-limit, late payment, etc.

You can shred the card. They can increase the interest rate at any time, and they did notify you in small type within a slip of the mailing at some point down the line; you can call WAMU and ask them which month they sent the notice and they will tell you.

If you pay your card off completely each month, it won't matter how high they raise your rates - your interest will be $0. If you object to the rate, just pay off the card and close out the card so it no longer appears active on your credit report.

That is only 21%. Perhaps your math skills need review and that is what caused the increase.
