After asking many questions in regards to where Web Leads inc. get's their hot leads from I was lied to repetitively. They told me their leads were generated from Google AdWords campaigns. However, I asked the contacts they provided who were not interested in SEO services at all how they got contacted and it was all generated via email spam. I called 30 leads, out of which 90% did not remember filling out any information pertaining to SEO services.

After complaining to Web Leads inc. about these leads and asking for a refund, they ignored my request. 

Not only did I get ripped off for $300, I spent hours contacting these leads and following up only to find out that I could have picked up a phone book and made calls that would have generated me more business. Buyer beware, these leads are not "Hot" they are generated from spamming people. Totally unethical and they will not refund you after stealing your money.

My experience with Web Leads Inc. is identical to what OP reported.

I have been using Web Leads Inc. for almost six months now. In that time, I have been sent over 100 "leads." Not one of them has become a client. In those cases where I've actually been able to speak with the "lead," they invariably complain about being bombarded by calls from SEO companies they've never heard of.  That's the "best practice" nonsense Web Leads is pushing: Call immediately. Call three times in two hours. Call call call call call. Frankly, Im amazed I've spoken with any of these business owners at all. They've been lied to, too. They asked for a quote on an SEO program. That's hard to do without even a basic understanding of the company, what their targets are, "dream" keyword, competitive landscape, budget, etc.

Sure, Web Leads will credit you for leads you return - but they keep the money. 

Cold calling success rates are higher than this, and much less expensive.

We do our best to provide our customers with quality leads and are very transparent in the methods that we us to generate them. We receive their SEO request via our website contact form or email.

We have many satisfied customers from large firms who can vouch for the validity of our service and whose reviews you can find on our website.

Additionally, we offer an industry leading credit system that will allow our customers to return bad leads or leads that they are unable to contact. This is reviewed during our Best Practices kickoff call with our clients prior to starting their campaign.

This client failed to go through the proper procedure of requesting credit for specific leads.

We are always striving hard to improve our service and we do our best to assist our clients with any issues that they encounter.
