Wheels Next Good front end sales with NO follow through Internet

Wheels Next is a ripoff. They have a nice front end and appear good at getting orders -- but then the horrors start. Once your order is placed, the company effectively disappears.
My order never appeared on their online order tracking system. I called and e mailed to ask about the status of my order. No response. I asked for an estimated delivery date. No response. I called and e mailed to cancel the order as I needed the product and had to buy it elsewhere. No acknowledgement of cancellation. In fact, a couple of weeks later, they went ahead and finally shipped the order!! They just ignored the cancellation and billed my credit card.
By working with Capital One (whose customer service is excellent, by the way) I got the charges reversed. Next month they billed a cancellation charge. I still to this day haven't heard from the company even after hours on hold on their "customer service" toll free number.
I am now disputing the cancellation fees --- where the order is cancelled due to the incompetence and poor service of the merchant (deliberately?), they shouldn't be able to get away with causing you to cancel and then billing you for their shortcomings. To me that is fraud.
