William F. (Francis) Scutt has "worked" in construction and real estate, flipping homes in Massachusetts, Georgia, and Florida, among other places.  William F. (Francis) Scutt often works with his son, William E. (Edward) "Billy" Scutt.  The only difference is the middle initial, but they are both scam artists.  William Francis Scutt leaves behind a trail of businesses, LLC's that have been open/closed for decades.  Often the Scutts are not registered agents of the LLC's they operate under.  They could basically built a house that fell apart or in which multiple defects are hidden and once the LLC or business is closed the consumer is out of luck and has no recourse.

The younger Mr. Scutt, William E. (Edward) "Billy" Scutt is unstable and has a criminal history that includes a felony and a domestic violence charge.  Mr. Scutt has to work with his father (or under someone else) because he is incapable of actually getting a license himself because of his record.  William E. (Edward) "Billy" Scutt will claim that he has worked in construction his whole life, but the truth is that this man has never held a license anywhere.  Wiilliam E. (Edward) "Billy" Scutt's last known address is 2565 SW Pinemount Road in Lake City, Florida, but he is often with his father is Ellijay, Georgia.
