Serious problem that includes internet and mail fraud.
I purchased via an eBay auction a 20 Acre Gold Mining Claim in Plumas County California for the amount of $560.50 from William T. Johnson on April 9th 2012, wherein I sent payment to William T. Johnson with a United States Postal Service money order #18935846098 Dated 2012-04-11 form the SUPS# 940660 in the amount of $560.50. I also included a postage paid second day return envelope for the convenience of William T. Johnson to send to me the required documents including the Quitclaim Deed, Legal description, California Mining Claim Serial Number, Bureau of Land Management (BLM) serial number, Directions to the property, Map of the property and GPS information of all four corners of the property.
When I received the prepaid envelope back from William T. Johnson, the envelope only contained a Quitclaim Deed and none of the other required information necessary to file the change of ownership of the California Mining Claim. I contacted William T. Johnson through the eBay contact the seller link and requested the required documents that were not in the return envelope. He insisted that everything was there and suggested that I go to the County of Plumas Recorders Office Quitclaim Deed to put the mining claim in my name.
I contacted the County of Plumas Recorders Office and they said that they would need in addition to the Quitclaim Deed a CMC Serial Number and that I should contact the BLM to see if the claim was properly
filed. I called the Bureau of Land Management of California in Sacramento, CA 95825 Phone: (916) 978-4400 and they had on information on file for any mining claim in the County of Plumas, CA under William T. Johnson. They said that I would be required to do a mineral discovery on the property and then go to the County of Plumas and file a claim on the property and then file with the Bureau of Land Management (BLM) and pay the required fees to maintain the claim.
I contacted William T. Johnson and requested the CMA and BLM Serial Numbers; he replied:

I stake the claims in the county where it is supposed to be done by law. You can record the deed in the
county if you wish and you can also do the same at BLM if you wish. It is
perfectly legal to maintain the claim at the county only, so long as you pay
your taxes to the county when assessed. No one can top file (claim jump) you
lawfully if you do so. Warning: BLM is expensive and you do not have to go
there if you maintain in the county.

You don't provide the GPS information on the claims you sell. Additionally; I
ask you how much you would charge me to show me the claim. I don't expect
anything for free. I understand if you cant or flat out dont want to meet me
and show me the claim that I purchased from you. BUT I'm not the only person
that is having trouble finding the claim purchased from you; I talked a guy in
the parking lot at the Caribou diner/general store in Belden that was also
having trouble finding a claim that you sold.
It would be wonderful if you would provide the GPS information on the four
corners!

Dear ray,
The claims were SURVEYED located by Inca Mining Company before there was any such thing as a GPS and I used their claims map to relocate. I hired a timber surveyor in Quincy to repost my claims documents. I do not have GPS locations written down in that form. If I did I would gladly provide same to you. I understand that the process is to use the Inca map (7.5 minute quad: Caribou) and use that AND a GPS unit to go to the lat/long coordinates as shown on the map. That is what everyone has told me they have done and what I thought what they would all do. Just like you cannot go to sea without a map and compass you cannot go into the forest in search of an island (mining claim) without a GPS. I am sorry you are mad at me but I sell mineral rights only and I live hundreds of miles from the
Rich Gulch. The REI store here sells a cheap GPS and they will show you the GPS coordinates of any map points. Unless you are a trained surveyor, a GPS unit is indispensable and it IS your compass in the forest. The claim is lawfully located and is there and that is what I warrant and convey to you. Bill

I am a little lost here. The claim is lawfully filed in Plumas County.
BLM is a process you may use or not use at your option if you decided to keep
the claim. "GPS" was not even in use when metes and bounds survey was
made by Inca on the claim. I met all my obligations to you in a timely manner
and do not have the days to spend off work up there. If you want GPS
coordinates the 7.5 minute CARIBOU map can locate those by lat/long on the map
and tracing the claim onto that map from the map attached to the claim
document. But, that is your responsibility. You provided me no questions during
bidding. Bill

William T. Johnson I sent the documents via USPS next day express and it came
back as REFUSED.
I also included a prepaid return envelope for you. You agreed to the refund, I
have copies of all our communications including the one that you recommended
not to file with the BLM. Now I dont want to post them on the internet but I
will if required.
Additionally; this transaction was done via internet and US mail and could be
considered Mail Fraud. My attorney advised me to give you an opportunity to do
as agreed before I turn it over to him to resolve.

I found William T. Johnson phone number and I called him and left a message on his voicemail to call me and he has not as of June 22nd 2012.
Additionally Im in the process of contacting everyone that he recently sold mining clams to meanwhile I
have sent several of the eBay members the following email:
Dear eBay member,
My name is Ray, Im sending you this message because I see that you purchased a
mining claim from William T. Johnson / billj5024 and I was wondering if you are
having any problems after you gave him positive feedback. BECAUSE; I purchased
a mining claim from William T. Johnson and he failed to send all the required
documents as agreed. I initially gave him a negative feedback and he offered to
dissolve the transaction and give me a refund for the purchase. I changed the
negative feedback as I agreed but William T. Johnson / billj5024 has not
refunded the $560.50 that he owes me and the documents that I mail to him come
back as REFUSED BY RECIPIENT from the USPS and he will no longer reply to
request I send to billj5024 via eBay.
Additionally: Dont be shocked if the claim is not like the photos or description
and that the claim isnt filed with the BLM.

Ray,
Yes we have had a few problems with getting the county claims done in Plumas County,
but that seems to be nearing completion on 6 separate claims now. Next step is
BLM and I have been skeptical about whether these claims have been filed there
- so I may be out some additional money. It used to be easy to check the BLM
site beforehand, but now its harder with them jacking with the site - I guess I
will have to call next time. I prefer when the seller does all the paperwork
since they are already in the county - when they don't do it - its always a red
flag until finalized.
You might want to check with everybody else he has sold to - maybe they all
left positive feedback before they ran into problems.
I will keep you posted.

Dear ray,
As far as I know everything is correct. I did find out that what he does is
files his claims with the county every 90 days to avoid the paperwork and
expense of BLM. I also found my original claim through BLM which was abandoned
in 1995 by the Inca Mining Corp. I will be visiting my claims soon, as I am out
of Washington state. I will be remarking my corner markers and filing my paperwork through
BLM as though I am taking over the old Inca claims. I do have my quick claim
deeds if I need to prove anything until I get down there. Have you seen your
claim, did you get a location notice and quick claim deed with your claim
number? From what I am getting from others who have claims is that the claims
are good, he just goes through the county process instead of a CMC number. I
did locate some claims east of mine that where tranfered from him that had CMC
numbers over the past two years. I will be recording my claims with BLM and
with the county as required. I hope this helps. I guess I will find out how
good they are once I can get down to work them, if not I should have a private
20 acre campsite at least.

Yes. He has them only files thru the county. He won't return my calls and my VR7 claim is on the side of the hill. Not even close to the pictures. I was very unhappy with the situation and will be contacting e-bay help.
