Here's what it comes down to:
They bot your character, HORRIBLY inefficiently at that: http://www.youtube.com/watch?v=2KUvovYUbtA
When you go to their live chat to ask why they are botting and not questing, they say the same thing over and over again "We don't use bots sir, we do it by hand"
When trying to reason a refund they go in circles saying "a deals a deal" or "we can make your deadline"
Here's the math: They claim to be able to reach 1-70 in 3-4 days, they bot the same mob until it's 5 levels higher than your character, I gave them my account at 13, they only got it to 18 after a whole 48 hours of being online...That' already 2 days right there...and nowhere close to 70, so to simplify it 37 =/= 70 (37 being the level I assumed they'd be at within 3-4 days)
If you open a dispute though paypal, they'll start to take you more seriously. They'll tell you to close the dispute so they can continue leveling your character (it was funny that they were telling me this as their bot was still running). If you continue to ask for a refund, they'll tell you they'll give you a partial refund...which to me is BS seeing as all they did was use a bot, but it's better then nothing I guess. AFTER CLOSING THE DISPUTE, it'll take their d**n system a whole day to realize it's closed, and even now I'm trying to get my refund and now "the boss is out sir."
BUT TO TOP IT ALL OFF *****READ THIS IF ANYTHING***** THEY'LL TAKE YOUR ACCOUNT. I had not merged my account with a battle.net account yet, and what do you know, the second I start banging on their door for a refund, and BAM, I get an email confirming that a "mr chen" has merged my account with a battle.net account, so not only has my password and email changed, so has everything else... AND TO MAKE IT WORSE, they did this on a GODDAMN Saturday, when blizzard isn't in their offices.
Conclusions:
Horrible bot leveling
risk of account ban
almost impossible to get a refund
horrible, ignorant, incompetent live chat services that'll use nifty tricks to weasel out of each conversation (boss is out, that's a different rachel, we have 12 hours shifts that switched right after dealing with you, etc...)

That way people will learn to stop using these services and the scams, plus in-game spam will go away.
This report is like someone reporting a drug dealer to the police because they got ripped off. Botting and using powerleveling services isn't illegal, meaning the police won't come get you, but it is against the WoW TOS and Blizz will ban you if they catch you. Meaning you aren't supposed to use these types of services in the first place. They are inherently shady.
A while ago, I purchased 2 new WoW accounts and used game cards for payment. Using an unsecured wifi connection, I ran the Glider bot on one account and used a powerleveling service on the other. As expected, both were banned within a week. I was knew it would happen eventually, but wanted to see how long they lasted before getting caught. If they did somehow slip through, I was going to use them as alts for raiding, but I went into the experiment knowing there was a good chance of them getting banned.
You were using a shady company to provide shady services that are against the games terms of use and are surprised this happened? Your tears taste so sweet.
