In November 2002, I received an unsolicited phone call from QX Telecom offering me a "free" 30-day phone card by mail. I was instructed that I would have 30 days to cancel the service in order to avoid subsequent billing. As the phone card never arrived, I was unable to either use or cancel this service. I never even gave them my credit card information, so I don't know how they obtained it. On or about January 2, 2003, my credit card was charged $59.78. When I received my billing statement, I called and spoke with a service representative who told me that I would receive a refund in the amount of $59.78 within 30 days. They also provided a confirmation number and assured me the phone card had been canceled. On or about February 18, 2003, my credit card was again charged $59.78. When I received my billing statement, I called and spoke with a service representative who claimed there was "a problem" in the billing department and assured me that my service had been canceled, and I should expect two refunds within 30 days, totaling $119.56. On or about March 7, 2003, my credit card was refunded $59.78. On or about March 18, 2003, I called and spoke with a service representative again. I inquired about the refund that had not yet posted to my account, as it was beyond the 30 days promised. I was instructed that the refund had recently been processed, and I should expect it to post to my account within 7 days. On or about April 23, 2003, I called to speak with a service representative again, who informed me that the company was a party to a lawsuit which prevented them from processing any credit card transactions and as a result, these transactions were on hold. When I requested a refund by check, I was refused. They are now known as WQ Long Distance. I reported them to the Federal Trade Commission (FTC) Bureau of Consumer Protection.
