A friend of mine bought a set of speakers in the mall parking lot. The men were offering Olin Ross speaker sets with a MSRP of $1895. He talked them down to 200, made the purchase, and called me.
I found out quickly that it was a scam. He came to my house, and I looked the box over and listened to the talk that lead up to the deal. Everything he told me sounded like a B rated movie. I had read the same script many times since his call.
We went back to the area were he bought the speakers and found the van sitting at a fast food restaurant. My friend approached them, they said it wasn't a scam, and the MSRP was just used as a pitch. He followed them for 20 miles trying to get someone with a badge to assist with no luck.
Today the same people were caught trying to sell to an off-duty officer. Everything was checked and the police could not find anything to charge them with. The Better Business Bureau was closed so no license check was available. After speaking with the man in charge of the two scammers, my friend was written out a receipt to get his 200 refunded. The company connected was XRT, bases in Raleigh NC. So who actually puts forth the effort to stop these cons?

"So who actually puts forth the effort to stop these cons?"
I'm surprised that the police let them off. While there is no law that says you can't sell junk speakers to gullible buyers, the police will usually charge these guys with selling without a business or tax license. Not a huge charge, but it's usuallly enough to make the scammers move on to the next town.
This con is older than I am (and that's pretty old!). As long as there are folks that are stupid enough to think they can get a great deal on audio equipment from some guy in a parking lot, these scammers will be in business. The one necessary ingredient in cons like this are greedy victims, and there seems to be an endless supply of them.
