Yahoo Geocities! charged me for a website I could not even edit Internet

This is complicated, but please listen. I had a Yahoo Geocities account. I paid $15.00 a month for a site that said it was "closed." My website was online, but I could not edit or do anything to it, because it "didn't exist" yet I was being charged each month.

Here's the complicated part. I receive SSD Social Security Disability. At the time, I had a money manager ("payee") who handled my money. They are called Macdonald Center of Portland. They are currently under federal investigation.

So Yahoo defrauded me, and my money manager defrauded me. This is all true. I ask you to decipher and help me please. Oh, also. I don't know what credit card was used, but it wasn't mine. They didn't allow me to have a credit card (thus the Federal Investigation).
