This man, company is short pays people.  He finds every reason to not pay.  He agrees to pay all bills until it is time.  After work is performed and done correct he will tell you that you over charged, that someone else could have done the work cheaper and therefore he is only going to pay you for what they would have been paid.

He will say your work is sub-standard when it is perfect, so he will deduct for poor work.

David Dowling will tell you he will sue you if you don't do more work.

David will act like your best friend, play stupid to what the work is like he doesn't know and then say you promised things you never promised.  

I talked to several contractors and they all said the same thing, beware of David Dowling
