Eric Dress Order arrived weeks late, company refuses to accept return -- TOTAL SCAM BASED OVERSEAS

I ordered a dress on the Eric Dress website and was told that it would arrive September 7-10.  (I needed it for an important event on September 11.)  The dress arrived 3 WEEKS late, and the "tracking information" the company provided did not work. 

When the dress arrived, I attempted to return it pursuant to the return policy on the website.  The website does not provide a return address, so you are forced to email "customer service".  When I did that, they offered me a "gift" of $10 in lieu of a return. 

I declined their offer and again asked for a return address to initiate a refund.  Eric Dress advised that they would only refund 50% of the cost of the dress due to "handling charges" and again refused to provide me with a return address. 

Nowhere on their website does it mention a deduction for handling charges and instead states that a full refund will be offered for returns within 30 days.  This company is a total scam based overseas (I believe in Eastern Europe).  DO NOT WASTE YOUR TIME OR MONEY.
