Accounts Recovery Corporation Contact my next door neighbour to give me a 'message' Burlington Ontario

My primary problem with this company is that they (Susan) phoned my neighbors today (02/13/09) posing as 'someone who knows me...a friend", left their name and number, and requested that my neighbors pass on the message to me. This seems quite wrong , if not downright illegal.

Secondarily, over the past four months I have been working with ARC towards making a monthly payment plan towards my outstanding debt. Although they stipulate in their letters to me to 'contact our office to make payment through installments', they always, by phone, refuse to arrange this. They want me to pay a the whole sum in one payment (my credit card), and by phone (no paper work until after payment is made). Therefore I believe they are not willing to work with me.
