AFNI COLLECTIONS The Great Rip Off Story Collection notice from 11 years ago from Verizon on phone that isn't mine Bloomington Illinois

I have not lived in New York for 9 years but yesterday I received a collection notice from Afni Collections. I am in Africa and called them immediately. They said the bill was for $199.98 and was from 1996. The phone number was not mine and the address linked with the phone was not mine. I asked for a copy of the bill and was ignored. They finally agreed to send me a fraud package.

I am very concerned that these guys will just report me to the credit bureaus and not wait until I send back this package. The internet is full of complaints on this company and their dubious practices. I just don't know what to do as I have worked hard to get my credit in perfect shape and now this hangs over my head. Do I just pay for something that isn't mine or that was paid for 11 years ago. I have never received a bill on this and have Verizon service in the states right now.
