Baltimore Gas & Electric Ripping me off ( Pay Off) Back bill Baltimore Maryland

I am a firm believer of paying my bills every month on time. I am fed up with the high outrouges bills that i get every month how is it that the winter time your kwhs is low and in the spring it jumps up. ok to remind my self that i live in a 1 bedroom apt. and my bills is $215.00 a/ month i am not understanding this . ok i call bge to inqury about a speacial plan to learn the paln i have is the only i will get. i know there has to be a solution to this high enery company  telling me that the pay off that sit at the botton of my bill if i go under my buget that i will paying off the payoff amount so no matter a (Buget Billing) does not matter this day and time because at the end of the day you will be paying what you actully used from month to month. why is it that on a low income your bill is more than your income. why is that. but come to find out BGE do not care cause at the end of the day you are going to pay that bill or have no service at all. some please give me advise how to find a cheaper company in baltimore maryland.
