This is part of my ongoing mess with StoresOnline. When I discovered after the three day period one had to rescind with StoresOnline what a disreputable company they are no matter what Ripoff Report says about them, I obtained a provisional credit from Citi.
They mailed me correspondence requesting more information. They mailed that letter on June 22, 2007 and it arrived on July 3, some 11 days in transit. Note, I live one state to the west, CA.
They gave me FIVE days to respond! I guess I should have used very expensive overnight delivery with FedEx or something. I thought it was postmark time stamp, but no, they wanted it in their hands in five days. The IRS takes postmarks, but not Citi.
They sent us another letter for us to give them more information regarding the dispute recently, but it was the wrong account number!
During my 90-day window to dispute the charge they told me:
- sent to wrong address (a lie)
- they gave me a working fax number, but it was the wrong one for disputes.
We are seriously thinking of taking them to small claims court.

I work disputes on consumer credit accounts and though some time has passed since the post, I'd hope to offer some help.
First of all, what kinda of card was it? From the Lakes Nevada address, I'm going to guess it was a mastercard account. The bit about the provisional credit means the charge was removed, though it may be put back on if the merchant provides an acceptable response. The 5 day line on the letter is there to keep people from stalling, but it the timeline for response isn't set in stone. The 1st big thing is that along as the initial notification of dispute was received by mail or fax within 60 days, the dispute will be opened and you're going to be given about 15 days from the date on the letter that the dispute team sent to you. The 11 days to get to you is irregular, but if time is a concern its a good idea to fax your response in. A few lines later you mention the wrong dispute fax #, that is a screw up by the person you spoke to, but should still be referred to the right place.
Once you got your information in, did the disputes department get an answer to you? Was the chargeback credit reversed back onto your account or did it stay off? If the credit hasn't been reversed, then the dispute has been decided in your favor. If the charge was put back, there should be a letter containing the merchant's response with an opportunity for another rebuttal from you. If the issue was over merchandise quality or the like, its not as clearcut and there may be some back-and-forth. One last thing, disputes over item/service quality for mastercard disputes are ultimately decided by mastercard, so if the dispute was not decided in your favor, it may not be entirely citi's fault.
