Delta Dental Insurance Cannot decide why it denies the claim or if in fact it might cover the claim All over the USA Nationwide

I have had a baby tooth for over 40 years, without a tooth to replace it.  After years of service, it has cracked and must be replaced.  I called Delta Dental in advance, and they said yes, we cover 80%.  I called them today (Nov. 3) and they said, "Claim denied - that is a congenital deformity and we cannot replace a tooth if there wasn't one to come in."  Well, if it had been an adult tooth, there wouldn't be a replacement tooth either, so what is the difference?  I haven't been running around for 40 years with a gap where a tooth should be, I had a serviceable tooth that needs to go.  I refuse bridgework because it ruins your other teeth, and I don't have that many to start out with!  Also, bridge break and need repair, whereas an implant is much more durable.

I called again and they said, we don't cover any implants, just the cap that goes on top of the implant.

The policy says on one page that in-network installation of implants are covered at 80%.  Two pages later it says no implants at all are covered, this is an exclusion.

So they can't get their stories straight.  Is it covered?  Yes and No.  No it isn't covered because you never had a tooth below it. 

Delta Dental is a complete rip-off. They contradict themselves both within the policy and on the phone. You'd be better off to save your money for when you really need it.  AARP pushes them on people who join their network, and those people get ripped off more than I am being scammed.  Check it out.  No dental insurance is any good, but these people are outright con artists and not very good at that, since they cannot get their story straight.
