excalibur towing unjust towng fee for my sister and death threats to me Fort Worth Texas

My sister who came to visit my elderly mother ( who we didnt expect to see from out of town ) parked close in the tenant parking to accommodate my elderly mother so that she could take her shopping was almost towed seconds after she parked by an excalibur towing company employee. He charged her $127 not to tow her car. I sent an email to the company to dispute the charge and the owner ( I assume it was him ) called me back and was very vulger and profane. He also made death threats to me before I ended our conversation. I have called the police and they claim I dont have enough evidence and this is a civil case, not criminal. I want to make the public aware of this so that #1 this doesnt happen to anyone else and #2, so that if anything happens to me there will be some point of reference for the police to investigate.
