As many vehicle owners are learning, that live in apartment complexes, if the apartment complex does not notify them by Certified Mail that their inspection or registration sticker is expired allowing 10 days prior to towing, the apartment complex is liable for $1000 plus triple what you paid to retrieve your vehicle.

Texas Occupations Code 2308.253(c) states the requirement.

The towing companies claim they have the right to send this required notice, but State Law also states the towing company cannot provide anything of value in connection with the removal of a vehicle.  The last time I checked, you cannot mail a certified letter without postage.

"They towed it the firat week in December for expired safety inspection, but never notified me in person nor did they send certified letter"

"And now again today, they have towed it from my leased space, for the inspection sticker again,"

Are they required "by Law" to notify you in person or by certified letter?  What part of the law is this requirement in?

IF.  indeed, they are breaking the law, notify the regulatory agency in your state that governs the towing industry.
