Do not use free credit report.com.  It is a total ripoff. They offer you one report or you can have all three.  Once you hit "all three" they have you for $29.95 (non refundable) on your card.  The disclamer is flashed so fast on your screen you, like me, probably won't notice it.  It is on your screen for only moments.  If you get taken cancel your card immediately!  File a greivence with your card company asap.

Yes, this is one of Experian's credit sites that are heavily promoted to get you to pay for monthly monitoring. All the CRA's have sites now to sell their monitoring services.

However, these sites are now required to have a disclaimer right on the front page regarding the terms of the monitoring service (how much and when the service will start). This site has two disclaimers: one right at the top of the page and another at the bottom. The one on the bottom says the monitoring will start right away. Here is a copy of what it states:

*Monitoring with Experian begins within 48 hours of enrollment in your free trial. Monitoring with Equifax and TransUnion takes approximately 4 days to begin, though in some cases cannot be initiated during your trial period. You may cancel your trial membership any time within 9 days of enrollment without charge

I happen to agree with your conclusion that the site is a scam. But, there really are two disclosures that are on the first page and they don't flash on - they are there for the duration. Just slow down when you are researching - remember if it has the word "free" in it, there is always a catch.
