I have been trying since February to have them remove an entry on my credit report that is not valid!
Apparently when Peco Electric and another company in Philadelphia merged, my paid electric bill became a collection. I have not lived in PA for over 4 years, and this is just showing up as an entry from 1999! NCO claims I owed money, but now I don't, but have reported a collection record! Any help would be appreciated in getting them to remove this incorrect information. They have electronically told Experian that it is valid, so Experian will not help either.

NCO Verbal terrorism at it's finest

I was involved in a severe auto accident on 3/26/00. Since then I have had several back surgeries and more outpatient treatment then I can recall. Being that the accident was not my fault the insurance company of the woman who hit me was required to pay as well as my personal medical insurance was to pick up what auto ins didn't. I had a epidural steroid injection series in which a $500 co-pay was required. The auto ins was to pick it up and I was told they did so. About a year later, I received a threatening phone call fron NCO. They asked me what my name was and why I did not pay my bill. Before I could answer the question, I was verbally attacked. Comments like " Whats wrong with you", "Are you an ingrate?","Pay the d**n bill and stop being a drain on me and society.", Needless to say I could not believe my ears. I asked for a supervisor and was told I could not speak to anyone until I paid my bill. I asked for his name and title and was told not to worry about who he was that I would find out soon enough when he came to my house and collected the debt,by repossesing my car. I never received anything in writing saying the debt was my responsibility and asked him to send something in writing to me, he said,"Why would I waste my time sending you anything deadbeats like you won't pay anyway".
I again asked for his name and title so my attorney could handle further correspondence, he again verbally attacted my character by saying,"People like you can't afford lawyers." I am so angry that people like this can treat others like this and get away with it. In PA it is against the law to record conversations over the phone without consent of the other party, so of course it is my word against his. Is there anyway I can stop this harassing, terrorizing behavior short of hiring an attorney?

First of all dont bother with asking about a description of the investigation, all you'll get is a paragraph, no specific info. What ya need to do is take NCO or Experian to small claims court, if you have proper documentation, cancelled checks proving that you paid your utility bill.
Most of those collection agencies never verify their records when an investigation is initiated. Believe me I see it every day. I have seen where a consumer will dispute a collection account as paid, it comes back not paid, then the collection agency several months later will report the account as paid prior to the intitial investigation. Its totally unbelieveable.
The consumers, you and me are totally getting the short end of the stick and something needs to be done. Federal law states they are supposed to verify information, they do not. Where are those class action lawsuit lawyers???????

Is this debt reporting to just Experian? If it is reporting to all three bureaus, dispute it with Transunion and make sure you send a copy of whatever you have to prove that it's paid. If it is only with Experian, request a description of the investigation. If you feel that they did not do a thourough investigation, dispute it again, providing all your proof. Once Experian shows that it is removed, show the company. If they continue to try to collect, you can take action against them.
