NIPSCO Deposit Scammers Indiana Indiana

NIPSCO charged me a depasit over 5 yars ago.  I had not had previous utilities in my name and had been renting the same place for over 4 years.  I had been employed for 6 years at the same job and have to this day, been disconnected once due to a communication error and rectified the situation the same day.  I paid the past due on the system, not the arranged amount.

they have had my deposit for over 4 yesrs, august will be 5.  they refuse to give it back.  when you get the bill, you inly have about 15 days from the bill date until the due date.  and my services are 3times that of my neighbors on the same street. 

i want my money back as from what i have read on indiana legla advice, i should not have been charged anyway.  it is $450.  and i was told i should also have had any amoumy over $70 in 8 weeky installments which did not happen either.
