Sounds like a bogus collection scam.

"They are also threating me with the DA office and Local police dept."
This is a tipoff that the caller is not trying to collect on a legitimate bill. It would be illegal for a real collector to threaten these things. Also, it is not a crime to not pay a bill. The DA and police department would have no involvement in such a thing.
"The guy that has been calling me is James Castalano saying he is a detective and he can analize my voice over the phone with a device."
This sounds ridiculous. First of all, if he's implying that he works for law enforcement, you know he's lying. Cops don't do bill collecting. Second, the bit about analyzing your voice just seems over the top. This guy is trying too hard.
Don't be scared. Next time he calls, tell him you know it's a scam and hang up. Don't talk to him anymore and he won't scare you.
