rosa del monte damage my vehicle and refuse to repair it bronx, toa baja(PR), New York

Back in 2009 I moved to Puerto Rico and used Rosa Del Monte as my moving company.
Aside from my furniture I also had them transport my vehicle.
the base price included a 1,000.00 worth of insurance in case of damage, if I wanted more
insurance I would need to pay 35.00 for every one thousand dollars of insurance.
couldn't afford the extra insurance and did asked them many question about the base 1,000.00
insurance they told me that it will cover any damages up  to and including 1,000.00.

When my car arrived it was all scratched up.  I made a claim before driving the car out of there lot.
to have the damages repair will cost 950.00 I send them the paperwork on it.
Rosa Del Monte offered me $130.00 stating that they are only responsable for 7 percent since
I only had 1,000.00 insurance coverage, and my car was worth 18,000. dollars.
now theres no where in the contract that states this or anything remote to this,  what my contract
states is that I have a 1,000.00 insurace coverage.
its been 2 years and they still wont budge I will not accept anything less then $950.00 which is what
they are liable for.  I spoke to a Mr. Quintera here in Puerto Rico and he just refuse to pay for the damages.
