SHOP NBC Shop NBC charged my card first payment on value pay and then cancelled and never refunded money Internet

 I have 2 issues with Shop NBC   . I recently purchased an IPAD Mini with them and chose value pay like I do from all the networks. They charged first month to my account and a couple days later cancelled my order saying credit was denied after running a credit report. I never agreed to have my credit ran and never was asked about that when doing transaction. Im in process on rebuilding my credit which isnt bad and never do any credit inquiries to lower my score and then a place like this does this without me knowing.  Beside from that I have not been refunded back my first month charge to my account. They said it could take a week or so. I was under impression that when they take money from account that purchase was accepted. This was not a hold as it was withdrawn from account. When you call in or email you can not talk to a supervisor. I think I should have my money back at the very least or should had a credit check ran for any reason without my permission.
