We lived at Avion at Spectrum Apartments, managed by Prime Group, and made a good faith request for a disability accommodation in early 2025. My husband is a disabled veteran with serious joint damage, and I have cardiovascular and autonomic dysfunction (including POTS) that makes stair use dangerous. We asked to move to a ground-floor unit for health and safety. Instead, they told us only a second-floor unit was available—for over $300 more per month.
This was already an inappropriate and unethical response, but it gets worse.
We believe Anthony Valdez handled the initial request, and we were shocked by his lack of empathy. We thought the matter was closed and didn’t realize we needed to keep the email—until the complex later denied the request ever happened. When we asked for their email records (as allowed under California Civil Code §1940.4), they ignored our request.
Krystal Valentine, the Community Director, eventually said the request “sounded familiar” but still claimed they had no record. She CC’d Anthony Valdez in the email—and he never responded, even when we confirmed he was the one who received the original request. His silence speaks volumes.
We eventually had to move out—not because we wanted to break our lease, but because we physically couldn’t continue using the stairs. The complex signed our intent to vacate form, which clearly stated we were leaving due to the lack of disability-accessible housing. Yet afterward, they changed the narrative, falsely saying we broke the lease without justification.
They even tried to charge us over $2,600 in prorated rent, and it was only after we confronted them with our calculations that they admitted in writing they had overcharged us by more than $1,000. This pattern of misrepresentation, denial, and dishonesty has been exhausting and deeply unfair.
We later obtained a disability verification letter from the VA, dated March 2025. At the time of the original request, we didn’t submit it—because management never told us it was required, never followed up, and never engaged in the interactive process required by federal law. When we later gave them the letter in good faith, they dismissed it as “not enough.”
We have since filed or are in the process of filing formal complaints with the Department of Housing and Urban Development (HUD) and the California Civil Rights Department (CRD). We are also exploring legal action.
No one should be treated like this—especially not people with legitimate medical needs, who asked for help and were ignored, misrepresented, and overcharged. If you are considering renting here, be very careful. Keep every email, document every interaction, and know your rights—because they certainly don’t seem to respect them.
