Dear Mr. McAllister
Good afternoon,
It is a pleasure to greet you on behalf of DHL Express Ecuador S.A. The reason for this email is to let you know that I am the advisor in charge of communicating with colleagues from the United States and requesting instructions for the return of your package to the origin or abandonment at the destination.
To receive the cargo, a permit requested by the Ecuadorian customs is required and if you do not have it, you can also give instructions for the package to be abandoned at the customs or to be returned to the origin and you must pay 188.60 USD + 260.96 USD, total amount to be paid is 449.56 USD.
If you agree, I will contact you again on Thursday around 1:20 p.m.

Why did they accept the package if they knew that a permit is required to deliver it? That sounds like theft to me.

The importer (you) is responsible for knowing the customs rules applying to their shipment. DHL is just the carrier, it's not their responsibility to educate you about how customs works in your country. This is a very complex subject and there are professionals whose entire job consists of advising people on how to export and import stuff. Doing it yourself is not likely to end well.
