Emanualonline They sent the wrong file and wouldn't refund my money. Wilmington Delaware

I placed an order for the workshop edition of the smart car 2007-2014 incl brabus (451).  They sent complete 2007-2010 manuals which were completely free online. These did not include the workshop manual, nor anything stated in the description online. 

I emailed immediately and informed them they sent the incorrect file without response.  I disputed the charge on paypal.  I tried to give them the opportunity to refund my money prior to posting reviews. The only response they gave was 'what year was your vehicle?'

I did purchase the correct file from another company. I do not want credit with this company. They have no problems responding to emails when paypal is involved at any time of the day or night, but when I emailed support, I received no repsonse. I only received responses once I disputed the charge, saying I did not receive what I paid for - which I did not.
