800.com Auto-enrolled me in a $27/month plan without authorization

I paid $10 for a pay as you go plan with 800.com in 2015. In April 2018, I noticed a $26.91 charge on my credit card statement from 800.com. I signed into my account and found invoices for that amount for April and for $5 for March.

When I contacted support, they informed me that they had canceled the pay as you go plans and auto-enrolled me in a different $27/month plan without notifying me. They said they did email all customers once in January to let them know their plans were being cancelled, but I am 100% sure I didn't receive that email and I certainly didn't consent to being enrolled in the new $27/month plan. They did not claim that I did agree to enroll in the plan. Their email said, "We didn't hear from you and have defaulted you on the Starter plan and prorated service for the first month. Normal service is billed at $23 ($26.91 with tax)." 

I replied to ask them to cancel my account and refund the charges and they have not replied at this time. I am disputing the charges with my credit card.

800.com customer service eventually got back to me and claimed they cancelled my account and refunded the charges. Nothing happened, so I emailed them again in a few days. They apologized and again said they cancelled the account and refunded the $26.91 charge. They said they would not refund amounts under $20 and I would have to file a dispute with the credit card company. This time, the account really was cancelled, but I still never received the refund. I did get the charges reversed by my credit card company after disputing them.
