advance america netspend corp i recieved a refund check for a prepaid card that i was not going to use i went to the place that i purchased the card and i was told that they would not cash the check, that they dont cash an Internet, California

i cant cash  this refund check  at advance america its a refund that comes from  a prepaid card that i got for a card that i will not use because of the  price gouging , you put 20 dollars on a  card  but you only have 14.00because they take 6.dollars, off the top,before the card is used, then 2 dollars, for every charge. so netspend sent me a refund took 6 dollars ,,i went to cash it at advance america, they will not cash their own company check  netspend corp and advance america  are the same corp, how do  i get this cashed, i dont have a bank account, thank you for your time.
